Job Description


The Senior Assistant City Attorney performs complex professional level work involved in providing legal counsel to the Mayor and Council, City staff, and members of various boards and commissions of the City.  The Senior Assistant City Attorney reports to and receives direction from the Deputy City Attorney.  Contacts are with elected and appointed City officials and with City staff to provide legal advice and/or review of policies, regulations, legislation, and ordinances covering a wide range of subject areas related to various City programs, services, and operations.  The Senior Assistant City Attorney provides legal review, coordinates the dissemination of legal information, analyzes and recommends solutions to complex and unique legal problems, and prosecutes enforcement actions related to public programs and laws.  The work requires light physical demands with considerable mental effort and stress experienced when handling multiple projects concurrently and meeting deadlines. Results of work directly affect the ability of the City to provide essential services and to avoid liability of significant fiscal impact.  


  • Reviews the legality and/or sufficiency of contracts, bonds, bids, leases, insurance, deeds, easements, and other documents that have critical legal, financial and/or policy implications; analyzes documents for legal consequences; approves documents for execution by the City; represents the City's interest in various contract negotiations.
  • Advises the Mayor and City Council, City officials, and City staff regarding complex legal issues arising out of proposed legislation; drafts and reviews legislative bills, resolutions, ordinances, and regulations; analyzes documents for legal and policy consequences; makes recommendations regarding legal issues affecting the City. 
  • Drafts and/or reviews complex contracts, leases, deeds, easements, covenants, MOUs and other legal documents before they may be executed by the City Manager.
  • Provides legal advice to the City Manager, department heads and other City staff including the review and advice on major proposed actions, advice on specialized areas of the law, and legal review of written material. 
  • Advises on transactional matters including real property (conveyance of land, easements, covenants, lending transactions, etc.) and contracts (review of contracts and review of procurement documents).
  • Represents the City in lawsuits before Federal and State courts and in administrative hearings, including enforcement actions; prosecutes municipal infractions; represents the City in actions for judicial review of administrative decisions.
  • Prepares court pleadings, contracts, ordinances, resolutions, deeds, easements, leases, and other legal documents. 
  • Investigates complaints and claims by or against the City.
  • Serves as counsel to the City's boards and commissions; attends meetings of the boards and commissions and advises on legal matters; represents boards and commissions in Court on petitions for judicial review. 
  • Conducts legal research and analysis of legal issues; interprets and applies statutes, ordinances, case law and other legal authority in the preparation of opinions (both written and oral), memoranda, and court pleadings.
  • Performs other duties as assigned.



Education and Experience:
Juris Doctor Degree from an accredited school of law; minimum of ten (10) years of progressive responsible work as an attorney; or any equivalent combination of education and experience. Knowledge of the LEOBR and experience with Police Trial Boards or the equivalent is required. General litigation experience involving local government is preferred.
Special Qualifications:
Membership in the Maryland State Bar.


  • Knowledge of the organization, functions, and goals of the City government.
  • Extensive knowledge of the provisions of Maryland law, and the City Charter and Code.
  • Skill in drafting, negotiating, and revising various types of agreements.
  • Ability to perform legal review and research; assimilate and analyze complex facts, issues, and problems; determine alternative courses of legal action; and render a legal opinion and recommendation.
  • Skill in preparing and presenting oral and/or written legal opinions and the ability to explain and defend an opinion and legal position, which would include, but not be limited to, providing a comprehensive explanation of legal concepts, positions, and /or policies, in judicial as well as administrative settings. 
  • Ability to devise and draft effective legislation and other legal documents including, but not limited to, letters, contracts, briefs, motions and other court pleadings.
  • Ability to establish and maintain effective working relationships with all level of employees as well as elected and appointed officials.
  • Ability to attend meetings and perform work assignments at times other than normal business hours. 
  • Ability to work independently and without close supervision.
