Job Summary

The Director and Associate General Counsel provides legal counsel and services to CHOP leaders and other stakeholders on a wide range of legal issues that arise in the hospital and health care setting, with a focus on issues relating to behavioral health services.  In this role, the Director and Associate General Counsel is expected to work independently with minimal supervision, to exercise excellent judgment, and to rely on developed skills and experience to support key clinical and operational stakeholders leading CHOP's behavioral health and other clinical services.  This attorney will be expected to have a substantial appreciation for and understanding of CHOP and its mission, vision, and values and to apply that appreciation and knowledge in performing all job duties.

Job Responsibilities

  • Provide legal guidance and advice to hospital leaders and other internal stakeholders on legal issues, including labor and employment issues, that arise in the health care setting, including providing overall support involving CHOP’s litigation.
  • Serve as a legal resource for clinical operations, including: direct legal support to the clinical staff related to patient care issues;
  • Serve as a legal resource for issues regarding labor and employment matters, including, but not limited to, providing legal advice to the HR Department and CHOP leaders;
  • Provide legal support and oversight of all pre-litigation and litigation matters.
  • Provide thoughtful and sophisticated legal services to staff at all levels of the organization on other legal matters relating to CHOP’s clinical operations, human resources operations, and strategic and operational initiatives including, but not limited to:
  • Advising CHOP clinical and administrative staff about legal issues affecting the provision of patient care
  • Advising CHOP clinical and administrative staff about all aspects of labor and employment legal issues;
  • Review institutional policies, procedures and forms to ensure compliance with institutional and legal standards;
  • Remaining current on legal developments in areas of expertise and assisting CHOP in responding to changes in laws/regulations/legal risks.
  • Work collaboratively as part of the Office of General Counsel and with clinical, administrative, and research leaders throughout the organization in identifying and developing proactive and effective solutions to legal issues.
  • Provide on-call legal services for urgent and emergent hospital legal matters arising outside of traditional business hours.
  • Educate and train internal stakeholders on relevant legal issues.
  • Assign, oversee, and actively manage the work of outside counsel in appropriate matters.

Required Licenses/Certifications

·        License to practice law in the Commonwealth of Pennsylvania or, if licensed in another state, must obtain license to practice law in Pennsylvania within the first year of placement into position

Required Education & Experience

·        J.D. Degree from an ABA accredited law school. 

·        Ten (10) years of employment as an attorney

Preferred Education & Experience

·        Experience providing advice to health care clients and previous in-house experience

Additional Technical Requirements

This position requires a demonstrated capability for legal research, analysis and reasoning, strong oral and written communication skills, an ability to identify and resolve complicated and sensitive problems creatively and with professional discretion and an ability to interact and function effectively in a competitive, professional healthcare, academic and research environment. Additionally, applicants must have excellent academic credentials, a strong work ethic, the ability to organize and prioritize work and meet deadlines, and strong interpersonal skills. 

 

To carry out its mission, it is of critical importance for the Children’s Hospital of Philadelphia (CHOP) to keep our patients, families and workforce safe and healthy and to support the health of our global community. In keeping with this, CHOP has mandated all workforce members on site at any CHOP location for any portion of their time be vaccinated for COVID-19. This mandate also applies to workforce members performing work for CHOP at non-CHOP locations. The CHOP COVID-19 vaccine mandate is in alignment with applicable local, state and federal mandates.

CHOP also requires all workforce members who work in patient care buildings or who provide patient care to receive an annual influenza vaccine. Employees may request exemption consideration for CHOP vaccine requirements for valid religious and medical reasons.

Please note start dates may be delayed until candidates are fully immunized or valid exemption requests are reviewed. In addition, candidates other than those in positions with regularly scheduled hours in New Jersey, must attest to not using tobacco products.
