EPA - The Office of Environmental Justice and External Civil Rights (OEJECR) supports the agency’s mission by providing leadership on EPA’s environmental justice and external civil rights priorities. OEJECR coordinates implementation of those priorities across the agency’s national programs, regions, the Administrator’s Office, and across our partnerships with other federal agencies and coregulators in state, tribal, and local government, and communities. OEJECR provides resources and other technical assistance on civil rights and environmental justice, engages with communities with environmental justice concerns, and provides support for community-led action.

This office also enforces federal civil rights laws, including Title VI, that, together, prohibit discrimination on the basis of race, color, or national origin (including on the basis of limited-English proficiency); sex; disability; or age by applicants for and recipients of federal financial assistance from EPA.

In addition, OEJECR is home to the Conflict Prevention and Resolution Center (CPRC), which is EPA’s primary resource for services and expertise in alternative dispute resolution, environmental conflict resolution, consensus-building, and collaborative problem solving.

EPA defines environmental justice as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income, with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.

 Duties

The Office of Environmental Justice and External Civil Rights (OEJECR):

  • Supports the fair treatment and meaningful involvement of all people with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies regardless of race, color, national origin, or income.
  • Engages communities with environmental justice concerns and increases support for community-led action through grants and technical assistance.
  • Enforces civil rights laws that, together, prohibit discrimination on the bases of race, color, or national origin (including on the basis of limited-English proficiency); sex; disability; or age by applicants for and recipients of federal financial assistance from EPA.

The Principal Deputy Assistant Administrator for Environmental Justice and External Civil Rights serves as first assistant to the Assistant Administrator (AA) for Environmental Justice and External Civil Rights in the decision-making, planning, programming, policy development and implementation, management, direction and control of the technical and administrative aspects of OEJECR.

Specific duties include:

  • In concert with the AA, directing and managing the OEJECR through subordinate staff.
  • In close coordination with the AA, serving as a senior advisor to the Administrator in matters pertaining to critical-sensitive duties and responsibilities pertaining to equity, environmental justice, and civil rights programs.
  • Performing a variety of assignments associated with the coordination of sensitive policy issues with the White House, Congress, industry representatives, non-governmental organizations, and other stakeholders.
  • Identifying critical policy issues and problems that require the immediate and personal attention of the AA and recommending an appropriate course of action regarding interaction with White House and Congressional officials.
  • Undertaking assignments on projects of special concern to the AA.
  • Providing continuing and ad hoc analysis and recommendations regarding highly urgent and sensitive management, regulatory, policy, and communications matters.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
  • Serving as the Senior Resource Officer for OEJECR.
  • Demonstrating leadership in and commitment to management integrity as a top priority in the organization, consistent with the Federal Manager's Financial Integrity Act.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. 

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

 TQ 1 - Demonstrated experience in civil rights compliance and enforcement and/or environmental justice advocacy, such as advocating to strengthen civil rights compliance and enforcement and/or for environmental justice, or ensuring civil rights and/or environmental justice equities and perspectives are included in policy, rulemaking, and guidance development processes. Applicants are strongly encouraged to provide information on their experience in both civil rights and environmental justice.

 TQ 2 - Demonstrated experience leading and managing a large organization or office in the areas of mission support, including but not limited to budget and financial management, human resources management, outsourcing, information technology and data management, performance management, and other administrative and operational program areas.

You will be evaluated for this job based on how well you meet the qualifications above.
