Job Description

The Board’s Division of Consumer and Community Affairs (DCCA) is seeking to fill a position that will play a senior role in the development and implementation of Community Reinvestment Act (CRA) supervisory policies, including efforts around CRA modernization.

Depending on the selected candidate’s experience and qualifications, the Board will select a candidate from the following job titles and grade levels: Senior Attorney (FR 27) or Counsel (FR 28). The position will work under the general supervision of the manager of the CRA team.

  • The Senior Attorney, having established extensive expertise, interprets consumer financial services laws and other regulatory matters and handles complex assignments in major subject areas, including matters with no clear-cut precedent.
  • The Counsel is involved in complex legal issues and projects related to consumer financial services laws and other regulatory matters.  At this level, the Counsel reviews the work of junior staff members and is more heavily involved in formulating policy decisions.

Responsibilities and skill set of the position include:

  • Contributes to the development and implementation of supervisory policies related to the Community Reinvestment Act.
  • Serves as a subject matter expert on issues related to the Community Reinvestment Act and federal consumer financial services laws and regulations. 
  • Conducts legal research, identifies and analyzes complex legal issues, and makes well-reasoned and articulated recommendations to management, other staff, and Board members. 
  • Possesses strong writing skills, including legal writing, with an ability to analyze information in a clear and logical manner. Written products may include, for example, drafting memoranda to the Board, amendments to regulations, regulatory guidance, examination procedures, Congressional testimony, and official staff interpretations.
  • Responds to inquiries from Board members, other Divisions, Reserve Banks, and other stakeholders relating to the interpretation of relevant laws and regulations.  Provides explanations and advice on complex technical aspects of the statutes and regulations.
  • Demonstrates strong verbal presentation skills and can verbally present analysis and information to colleagues and Board senior leadership, as well as engage with external stakeholders.
  • Able to work in a fast-paced and dynamic environment. Effectively collaborates with colleagues on complex projects and assignments.

 

 

Qualifications - External

Required Experience:

FR-27:  Requires a law degree and bar membership, as well as demonstrated analytical ability and strong oral and written communications skills.  Requires an expertise in the area of consumer credit and financial services law, including Community Reinvestment Act, affordable housing, small business, or community development-related laws and regulations, normally acquired through at least three years specific, responsible work experience.

FR-28:  Requires a law degree and bar membership, as well as demonstrated analytical ability and strong oral and written communications skills.  Requires an expertise in the area of consumer credit and financial services law, including Community Reinvestment Act, affordable housing, small business, or community development-related laws and regulations, normally acquired through at least four years specific, responsible work experience.

Preferred Experience:

Experience with the Community Reinvestment Act and its implementing regulations would be preferable, but is not required, for the position.
