Position Overview
As General Counsel, you'll report directly to the Executive Director and provide crucial legal support to our Board of Directors, executive team, and department leaders. Your role will involve managing complex legal services, overseeing outside counsel, and developing legal strategies for a range of issues, including employment, environmental regulations, and real estate transactions. You’ll ensure compliance with the Texas Open Meetings Act, Texas Public Information Act, and other relevant laws.

Ideal Candidate Profile
We’re looking for a solution-oriented legal expert with extensive experience in public law, particularly within water districts or similar public entities. The ideal candidate will possess:

  • Strong legal acumen, particularly in Texas local government laws and procurement.
  • Political savvy to build consensus and maintain positive relationships.
  • Exceptional communication and strategic thinking skills.
  • The ability to manage risks, solve problems, and handle sensitive situations with diplomacy.


  • Doctor of Jurisprudence from an accredited law school.
  • Licensed to practice law in Texas.
  • Preferably 5+ years as a City Attorney or General Counsel for government or non-profit organizations.
  • Experience managing a legal team or outside counsel.
